§ 16-26. Definitions.

  • The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

    Garbage and rubbish or waste means all waste and discarded materials from dwellings, flats, roominghouses, hotels, clubs, restaurants, boardinghouses, eating places, shops and places of business, including trash and debris, waste and discarded food, animal and vegetable matter, grass, weeds, wastepaper, cans, glass, ashes, offal, boxes, and cuttings from trees, lawns and gardens. Waste shall not include materials subject to manufacture into by-products or materials developed from new construction or remodeling on any premises.

    Garbage and rubbish collection system means and includes all processing of garbage and rubbish within the city.

    Service means the service of regular collection and hauling away of garbage and rubbish by and under the supervision of the city.

    Superintendent means the superintendent of sanitation of the city.

    Utility charges means all garbage and rubbish collection service charges and other charges set by the city council pursuant to this article.
