§ 17-3. Obstruction of streets by trains.

  • No railroad company shall obstruct any street within the city by stopping any train upon or by leaving any car or locomotive engine standing on its track where the track intersects or crosses any street, except for the purpose of receiving or discharging passengers or to receive necessary fuel and water. In no case shall such obstruction exceed five (5) minutes for each train, car or locomotive engine.
