§ 19-86. Civil actions.

In any case of a failure to comply with any provisions of this division, the city or any person affected by such failure may, in addition to the penalties provided by law, initiate a civil action for injunction, mandamus, abatement or any other appropriate relief to prevent, enjoin, abate, remove or eliminate such violation of this division.
