§ 21-93. Plant investment fee.

  • Prior to connection to the city's water system, at the time a water tap is applied for, and at the time of each new construction, if an increased demand is placed on the city's system by new building, each property to be connected to the city's water system shall be assessed and the owner shall pay a plant investment fee representing that property's share of the capital expense of providing the pumping facilities and transmission lines of the city. The plant investment fee shall be set by city council resolution and shall be reviewed annually. The city council may adjust the plant investment fee following the review, by resolution. The owner shall also pay all other charges, fees and assessments provided for in this article and by general law relating to water usage at the location of the property for which service is requested.
