§ 21-162. Charges to be set by resolution.

Notwithstanding any provision in this article for the director to set utility charges, all such utility charges shall be recommended by the director to the city council and shall be set by city council resolution and reviewed annually. Adjustments may be made in such utility charges following the review, by city council resolution.
