§ 9-59. Classes of contractors; fees.

  • The following classes of contractors shall be established and the fees for each such class shall be set by resolution of city council, upon the recommendation of the director of public works, as follows:

    (1)

    Class I, General contractor's license. A class I license entitles the holder to contract for the construction, alteration, addition or repair of any type or size of building or structure. General contractors may perform the services as provided for by a Class IV subcontractor's license described herein.

    (2)

    Class II, Residential contractor's license. A class II license entitles the holder to contract for the construction, alteration, addition or repair of single-family, duplex, triplex, and four-plex residential buildings and structures. A Class II residential contractor may perform the services as described in [subsection (4)] Class IV subcontractor's license.

    (3)

    Class III, Jobber's license. A class III license entitles the holder to contract for nonstructural alterations of less than five thousand dollars ($5,000.00) in value.

    (4)

    Class IV, Subcontractor's license. A class IV license entitles the holder to contract for labor or labor and materials involving one (1) trade or group of related trades. The list of trades shall include, but shall not be limited to, masonry; plastering; concrete work; elevator installation, maintenance and repair; roofing; waterproofing; excavation; heating; ventilation; air conditioning; re-siding; plumbing; electrical work; floor covering installation and repair; wall covering installation and repair; painting; paving or similar contracting; installation or repair of alternate energy sources; sign installation and repair; landscaping; demolition; and other specialties. A Class IV license for demolition work will allow the contractor to deal in used building materials at the site for a period not to exceed a total of sixty (60) days. The contractor shall be liable for all damaged public property as a result of the demolition work and the license is immediately revocable upon any such damage until the damage is repaired, replaced, or paid for. The director of public works or designated representative may require additional safety measures to be taken if, in his opinion, the public welfare is at risk.

    (5)

    Class V, Utility contractor's license. A class V license entitles the holder to construct, build, install or lay all water, sewer or drainage systems, including all related appurtenances. Public utility companies will not be required to obtain licenses for the firm or corporation or for their employees when engaged in the installation, operation and maintenance of equipment which is used for the production, generation or distribution of the utility, product or service throughout the facilities owned or operated by such utility company to the point of customer service.
