§ 15-1. Public records.

All public records shall be available for inspection, subject only to reasonable restrictions. Upon the payment of a reasonable fee a copy, or if desired a certified copy, of any public record shall be furnished by the custodian thereof. A public record, or duly certified copy, shall be prima facie evidence of its contents.
