Before the director of finance makes any purchase of, or contract for supplies, materials
or equipment, exceeding five thousand dollars ($5,000.00), he shall give ample opportunity
for competitive bidding, in accordance with the procedures for procurement set forth
by the council by ordinance, with such exceptions as the council may prescribe; provided,
however, that the council shall not exempt any individual, firm or corporation from
the requirement of competitive bidding.
