§ 17-44. Administration of article; authority of director of public works.

It shall be the responsibility of the director of public works to administer this article. The director of public works is specifically empowered by this article to promulgate rules and regulations having to do with the form of permit, the required quality of work and the standards and specifications therefor, the procedures for inspection, and the information to be required before a permit will be issued pursuant to the requirements of this article. All requirements of the director of public works with regard to backfill material, procedures and soil compaction shall be adhered to. The director of public works shall have the authority to stop any excavation within the city until the provisions of this article are complied with.
