§ 17-46. Obstruction of street; placing materials in sidewalk or gutter.

No person shall stop or obstruct more than the space of one (1) block and one (1) intersection at any one (1) time in any one (1) street or keep the street blocked up for more than one (1) day after the excavation is completed, unless written permission is first obtained from the director of public works. No person performing any excavation work may place any dirt or other materials on any sidewalk or in any gutter and all excavation work shall be performed so as to permit the free passage of water along the gutter.
